time - tide - cleaners

I try to map the relation of time , tide and cleaners of Environmental Protection Agency . 10/18 the tide was the highest and during 10/15~21 the tide would affect the clean work .

mapping / hard to transform

For me , it's not easy to mapping the relation between drift woods and coast side . How to set the mapping rule ? the scale ? How to mapping the transitional condition ?
